Eurozone to forge ahead as UK blocks treaty change

EU leaders meeting in Brussels have agreed on stricter budgetary rules to tackle the eurozone crisis, though British opposition to a reform of existing EU treaties means the 17 eurozone members and others will press ahead with a separate pact.
