SA pushes for professional civil service

In a hard-hitting speech to senior government ministers and managers on Wednesday, National Planning Minister Trevor Manuel said the eradication of poverty in South Africa depended crucially on developing a civil service that was professional, skilled, accountable, and humble to the poor.
