Netherlands Income Tax Overview

The Dutch system is divided into 'Boxes'. Box 1 covers employment income and uses a three-tier combined rate (income tax + national insurance). Many expats benefit from the '30% ruling', which allows 30% of their salary to be paid tax-free.

Tax rules for expats in Netherlands

30% Ruling: Highly educated foreign nationals who move to the Netherlands (expats) may be eligible for an annual tax-free allowance from their employer of up to 30% of their salary. This allowance is up to €233,000, with anything higher taxed at progressive tax rates. For new applicants, the 30% rate is now subject to a "30/20/10" step-down over 5 years. From 2027 the rate will be 27%. (Gov.nl)

Understanding your tax rates

When you see your results, you will notice two different rates:

  • Marginal Tax Rate: This is the tax applied only to the next euro you earn. In a progressive system, this rate increases as your income moves into higher brackets.
  • Average Tax Rate: This is your overall tax burden. It is calculated by dividing your total tax paid by your total gross income. It is almost always lower than your marginal rate because it accounts for tax-free allowances and lower-taxed lower brackets.
