Belgium closer to passing youth protection law

BRUSSELS – A new youth protection law has been approved by Belgium’s council of ministers and moves now to the national Parliament, it was reported Monday.

The legislation emphasises rehabilitation of juvenile delinquents over punishment.

This, for example, would encourage the youth and the parents to take responsibility and promote mediation between the youth, his or her parents and the victim.

It also calls for putting the youth into an institution best suited to his or her personality and the creation of a special “correctional
chamber” for minors over 16 years old instead of sentencing them to traditional prisons.
