The upper house of the US Congress is starting hearings on the ratification of the new Strategic Arms Reduction Treaty with Russia. Most experienced in this area, former Defense Secretaries William Perry and James Schlesinger were invited to attend the session. The new START Treaty was signed by Presidents Dmitry Medvedev and Barack Obama on April 8th.
