At talks in Moscow Thursday, Russia and the United States agreed to create a joint working group for preparing guidelines on cross-border adoption. The Russian side said on Friday it insists on a legally binding agreement that precludes mistreatment of adopted orphans. The first sitting of the new group is scheduled for the 12th of May.
