Russia is offering Iran diplomatic help in implementing that country’s agreement with Turkey and Brazil for the Iranians to use Turkish territory as a site to exchange their low-enriched uranium for fuel to run a research nuclear reactor near Teheran. The initial swap should be 12 hundred kilos for 120 kilos.
