Russia is drafting treaties on adoption with the United States, France and Spain, says this country’s Edcuation Minister Andrei Fursenko. According to him, foreign foster families’ requests for Russian orphans will continue to be met. The official pointed out that the rights of adopted children in Russia are violated more frequently than in other countries.
