Moscow and Washington favor the speedy ratification of the new START treaty. Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State Hillary Clinton confirmed that in a telephone conversation on Tuesday. Earlier the same day, Secretary Clinton, addressing the Senate Foreign Relations Committee, urged the senators to endorse the treaty, saying it met U.S. national interests.
