Kyrgyzstan is launching a national panel on Tuesday for coordinating a nationwide debate on a new Constitution. The new basic law would significantly shift power from the presidency to Parliament. According to interim Prime Minister Roza Otunbayeva, a strong Kyrgyz presidency always leads to clan rule based on cronyism and nepotism.
