South Ossetia is to reward Georgia for returning six captured South Ossetians by releasing three incarcerated Georgians. The transfer is to be overseen by the human rights commissioner of the Council of Europe Thomas Hammarberg. South Ossetia says Georgia continues to detain 7 of its nationals, including a minor.
