The Dutch telecommunications watchdog has issued a fine of half a million to four spammers for sending unwanted e-mails.

AMSTERDAM - The Dutch telecommunications watchdog has issued the highest fine ever given in the Netherlands for sending unwanted e-mails.

It has charged four spammers - two people and two companies - a combined EUR 510,000 (USD 794,000) for sending 4.5 million e-mails advertising cheap help for small home repair jobs, after they had been warned to stop.

The agency said Monday that the four did not actually offer any service. People who responded to the ads by telephone were sent to a computer answering service designed to keep them waiting as long as possible to run up charges.

The companies advertising for the so-called ''Home Work Center'' are Abodata VOF and H.P.T. Development BV. The owners' names were not disclosed.
