What a joke! Most Dutch citizens will buy a stolen bike, this is the core of the problem. Arrest anyone with a stolen bike, have undercover officers offer stolen bikes to the public, then arrest them. Put chips in bikes that can be followed to find the big organized bike thieves. This is not brain surgery, but it does take commitment to change the publics view that buying a stolen bike is OK.
My childrens bikes locked with the best locks available were stolen every year or two, as were mine and my wifes. I blame the stupid Dutch that refuse to see the connection between their buying of stolen bikes and the loss of 700,000 bikes a year from such a small country.
