Councillors from city in the eastern part of the Netherlands lack funds to enforce the new rules.

Venlo – Venlo City Council, unlike Limburg, will not be introducing membership cards system to people who want to buy marijuana.

Councillors said the system will not be introduced for the time being as the government is not providing enough money for provisions such as the extra police necessary to enforce the new rules.

They also want to research how the system will affect the eastern region of the Netherlands.

It is hoped a pass system for buying marijuana in the southern province of Limburg can be introduced by January 2010.

Coffeeshops, which are allowed to sell small amounts of the drug, would then become private clubs. Registered members with passes would be able to buy up to three grams of marijuana per day.
