TEGULCIGALPA - Spain offered Honduras a deal under which Madrid will agree to admit a certain number of immigrants from Honduras based on the needs of the Spanish labor market.
The offer was made by Spanish deputy prime minister Maria Teresa Fernandez de la Vega at a meeting she held with Zelaya at the presidential palace in the Honduran capital.
The accord regarding the flow of immigrants, on which representatives of both governments will now start working on, will determine the procedures for selecting workers in the Central American country that will be allowed to travel to Spain.
The deputy premier, who announced at the end of June that there were 5,098 Hondurans living in Spain, explained that the quota of workers who will be able to take advantage of the accord will be fixed at the proper time based on Spain's labor needs.
Spanish investments in Honduras are scarce and Fernandez de la Vega and Zelaya spoke Wednesday of the possibility that they can be increased in certain areas including the renewable energy sector.
To do that, they agreed to foster a pilot project in that area and to push for a near-term meeting of Spanish businessmen in Honduras to explore means of cooperation and the promotion of specific projects.
The Honduran president expressed his thanks for the Spanish government's decision to cancel another tranche of Tegucigalpa's debt to Madrid, a decision contained within the accord recently adopted by the Socialist government of Prime Minister Jose Luis Rodriguez Zapatero and which has benefited other countries with high indebtedness to Spain.
Spain is one of the countries that contributes the most financial cooperation to Honduras, which along with Haiti, Nicaragua and Bolivia is one of the poorest nations in the Americas.
The official development aid to Honduras from all donor countries represents 29 percent of the budget of Zelaya's government and 5.8 percent of this Central American nation's gross domestic product.
Fernandez de la Vega, who arrived here from Guatemala, will travel next to Nicaragua as she continues her six-nation tour of Latin America. EFE
