08/03/2010Euro giants slammed for multi-billion aid shortfall

At the weeked leading European nations were slammed for not coughing up promised aid to developing nations, but Belgium was among nations "doing their bit".

BRUSSELS - An internal commission document seen by AFP and heavily criticised by leading aid organisation Oxfam says the 27 European Union member states are expected to hand out up to 55 billion euros (75 billion dollars) this year.

But that is less than officially stated targets that are to rise over the next five years, which means "a gap of 12-13 billion euros remains," the documents authors concluded.

The commission paper says the shortfall among some countries will damage "credibility" and suggests commitments made in the fight to tame climate change will further impact on aid results.

The commission cited those countries that have done their bit, namely Belgium, Denmark, Luxembourg, the Netherlands and Sweden, but did not name and shame those who have pulled up short.

However, the Paris-based Organization for Economic Co-operation and Development last month listed Austria, France, Germany, Greece, Italy, Japan and Portugal as among the poorest performers among those surveyed.

"France and Germany present themselves as leaders of Europe, but their development aid contribution shows shameful delays," said Oxfam International spokeswoman Elise Ford.

"They are undermining the credibility of European efforts to fight against poverty," she added.
