These guy might have had proof of purchase but I find it amazing that they were allowed to kill the birds, cut off the legs (hopefully the birds were killed first) and then allowed to dump them where there is no dumping allowed.
They could have been nailed on animal welfare abuse and flaunting civic rules instead. Insurance against theft and surveillance cameras are NOT going to bring back your dead birds alive.
