Ex-Albanian intelligence chief on run in Britain: police

A former Albanian intelligence chief is on the run after failing to attend an extradition hearing in Britain over charges of torture and kidnap in his homeland, Scotland Yard said Wednesday.

Ilir Nazmi Kumbaro was due to appear at City of Westminster magistrates court in London on December 1 and a warrant was issued for his arrest, said a statement from London's Metropolitan Police.

Kumbaro, 58, was still believed to be in Britain, it said.

"We believe that Ilir Kumbaro has not fled the UK but has in all likelihood left London and is being harboured by friends," said Detective Sergeant Pete Rance of Scotland Yard's extradition unit.

"Although he does not pose a threat to members of the public, he is wanted in Albania where he faces charges of kidnap and torture.

"One of his alleged victims, a father of five, has not been seen alive since 1995. The seriousness of his alleged crimes is the reason we want to find him."

Kumbaro claimed asylum in Britain in 1996 by posing as a Kosovan refugee and was issued with a British passport, police said.

He faces six charges in his homeland, the statement said.
