Middle East peace envoy Tony Blair expressed his "deep regret and shock" Monday at the loss of life during an Israeli raid on an aid convoy to Gaza and urged a full investigation.

"I express deep regret and shock at the tragic loss of life," said Blair, the official Middle East envoy for the international quartet -- the European Union, the United Nations, the United States and Russia.

"There obviously has to be a full investigation into what has happened."

The former British prime minister added: "Once again I repeat my view that we need a different and better way of helping the people of Gaza and avoiding the hardship and tragedy that is inherent in the present situation."

Israeli navy commandos stormed a Gaza-bound aid flotilla in international waters Monday, killing up to 19 pro-Palestinian activists in a pre-dawn raid that sparked global outrage.
