If so, this is the job for you… As an Assistant Head of Estates within the DIO Estates Division you will be responsible for the delivery of agreed LMS programmes. The MOD Estate is wide and varied, including ranges, training areas, military establishments, historic buildings, listed buildings, and commercial tenants. On this unique Estate, no two days will be the same. This is an excellent opportunity to join the established DIO Land Management Services Team (LMS) and the wider Estate’s network of highly skilled Surveyors, delivering subject matter expert advice to a wide range of customers and stakeholders. The Role As a Customer focused property professional you will bring experience and understanding of Surveying to the DIO Role and will be responsible to the Military Heads of Establishment for property related management, including negotiations to grant and acquire new lease agreements, negotiating rent reviews, lease renewals and any other property related agreements. We are seeking a highly motivated individual with the ability to plan and manage all aspects of their LMS programme. Experience and passion for teamwork and leadership is essential to ensure they and their teams adhere and confirm with all agreed processes and operating procedures. Holding excellent communication skills, you will provide a consultancy service and subject matter expert advice to customers and stakeholders and will provide information and advice on MOD estate rationalisation opportunities, identifying disposal opportunities and will also include working on national estate management related projects as directed. You will also be responsible for the leadership and development of the LMS Scotland and Northern Ireland team. Post Location This position is based at Rosyth. Due to the Covid-19 pandemic most employees are currently working from home, as these restrictions ease the post holder may be expected to work a combination of home working and from the office location. This requirement will be further detailed and discussed during the interview process. All employees will be provided with IT equipment to facilitate remote working. ResponsibilitiesMain Responsibilities Leadership and Management within the Estates Directorate • Provide direction to the team in order to deliver DIO outputs • Demonstrate a personal commitment to the DIO Values • Provide leadership for the team/function with minimal supervision and direction • Responsible for developing and supporting the team, enabling them to deliver departmental goals • Lead, manage and motivate staff providing a positive, collaborative and proactive working environment • Promote strong working relationships both within the team and with other teams across DIO and MoD • Responsible for ensuring that the team is compliant with mandatory requirements e.g. H&S training Programme Management • Responsible for effective Programme Management across (Scotland and Northern Ireland) Customers, balancing competing demands and dependencies • Development, prioritisation and agreement of LMS (Scotland and Northern Ireland) programme across all Customers, managing resources to ensure delivery of agreed outputs • Regularly review and assess progress against programme, ensuring remains aligned with wider LMS, Estates and DIO programmes and strategic objectives, undertaking corrective action or re-prioritising as appropriate Service Delivery • Direction and delivery of all LMS services, outputs and advice to all customers across LMS (Scotland and Northern Ireland) programme via in-house LMS Team (and Industry Partner as required) • Personally, deliver targeted high profile and/or novel or contentious LMS outputs and advice • Liaise across the Estates Directorate to enable delivery of the optimum estate solution • Support and demonstrate effective stewardship of the defence estate and discharge of Department of State role and responsibilities ,Stakeholder Management • Responsible for development of stakeholder management and analysis across the estate, ensuring compliance with DIO corporate approach and messaging • Undertake specific Regional Engagement (incl. with Devolved Administrations and Host Nations as appropriate) and other Co-ordination and focal point roles as allocated / delegated Subject Matter Support to DIO • Interpret requirements and resource the development of policy, including SME input, in response to formal tasking and provide SME advice in support of Senior Policy Officers • Responsible for delivery of National LMS SME Focal Point and Policy leads as delegated / allocated by Hd of LMS • Deliver timely and accurate SME input, advice and support to parliamentary, FOI and secretariat business • Undertake support activities in relation to Strategic Asset Management including liaison on proposed activities and advising on possible opportunities Wider DIO Business and Improvement • Responsible for assurance in relation to contracted out delivery of LMS outputs and advice • Responsible for managing and operating within delegated budgets • Undertake / Support activity in relation to performance management • Undertake/support activity in relation to continuous improvement • Developments of Estates MoD and DIO and other appropriate tasks in the UK and potentially abroad Travel Requirements Post holders will be required to travel to the sites covered by the post on a regular basis and some visits may involve overnight stays.
