Background: The FCA has three core objectives.

The Innovation directorate sits within Transformation and is responsible for taking the organisation forwards in its use of data and technological capabilities.

This includes the delivery of better technology, improved analytic capabilities and processes to drive efficiency and effectiveness of our regulation of the markets.

The Central Data Services (CDS) department supports the FCA’s Data Strategy by enhancing the value of data through Data Management activities and providing central co-ordination of all data-related activities.

The departments key responsibilities include: • Management and collection of ad-hoc data • Providing Data Quality assurance on business-critical datasets • Delivering insightful analysis using data, information and intelligence • Driving forward business system changes which support Data Management activities The Data Management Technical Specialist role provides a great opportunity to develop and drive implementation of the Data Management agenda, offering critical Data Management services to the FCA, whilst contributing to the development and delivery of the FCA’s data agenda as part of the wider departmental activities.

What does this job involve? The key responsibilities of the role holder include: Drive the development and delivery of the Data Management Policy, controls, frameworks, and standards.

This includes embedding Data Management principles and services to govern data across the FCA, providing support and expert guidance to business areas where required.

Play an active part in the development of Data Management operating processes Play a critical role in educating and driving stakeholders to collect and define business metadata (such as data definitions and Data Quality rules).

Building an understanding of how data is being used in the organisation, driving the implementation of an enterprise Data Catalogue Establishing strong relationships across all levels of the organisation to ensure the success of the Data Management Strategy and document the FCA’s data, in line with the established policy and framework driving effective Data Governance within the organisation.

Problem solving, understanding complex data landscapes and ensuring this is documented in our enterprise tools.

Support the wider team on data quality assurance and remediation activities to rectify issues at source.

Support the set up and oversight of more junior members of the Data Management team Minimum, Essential & Desirable skills Minimum Experience, and understanding of, rolling-out Data Management tooling and techniques in large organisations (such as Data Catalogues and reporting tools) Responsible for the project management and delivery of Data Management implementations in a complex organisation, of similar size to the FCA.

This includes (but is not limited to) metadata management, data ownership, data lineage, data quality, and reference and master data management.

Experience of Data Management practices and approaches for successful implementation of Data Management concepts (such as quality assurance, metadata collection, reference and master data, data quality, and more) Understanding of a variety of Data Management approaches and pitfalls in large organisations Experience of Data Management best practice frameworks (such as EDM Council and DAMA) Essential Strong stakeholder management skills: the individual will need to be able to work with a range of stakeholders at all levels, influencing and delivering credible findings to achieve positive outcomes.

Experience with data governance work products (such as data dictionaries, business glossary, lineage diagrams, etc.) Ability to think strategically, contributing to both team-level as well as departmental-wide priorities An analytical approach to their work, able to spot trends and arrive at logical conclusions using strong judgment to reach sound conclusions Ability to produce concise and persuasive written outputs and verbally convey any issues in a manner that is easy to understand to all levels of stakeholder.

Able to converse in both technical (IT/data systems) and business language.

Experience of embedding a data governance framework within an organisation Experience of troubleshooting data issues and providing solutions Experience within the financial services industry in Data Management and/or relevant regulations (such as BCBS 239) Desirable Understanding of Data Quality concepts would be beneficial (such as business rules and Data Quality dimensions) An understanding of the FCA data strategy and its impact on developing governance and data related policy Understanding of data protection, security and privacy What will I get from the role?
