THE NETHERLANDS - The Dutch Youth Welfare Bureau argues that psychiatrists must be more alert for possible signs of child abuse.

The bureau's inspectors say psychiatrists and social workers regularly notice that there are problems with the children of the parents they are treating but that too often they ignore the signals.

The bureau says that social workers have more than enough chances to raise the alarm, but may have reservations about it as they feel that they are violating the parents’ trust.

Social workers erroneously believe that they are violating the parents' trust by passing on information about the family situation to others.
