THE NETHERLANDS - An interior ministry spokeswoman has said people with no valid identity papers may still vote in the European parliamentary elections on 4 June. They will be able to instruct people, who do posses a valid passport, driving licence or identity card, to vote on their behalf by means of a proxy declaration.

An estimated 150,000 people who are eligible to vote do not have valid proof of identity. Initially, they were instructed not to vote, but the authorities have now changed their tune.

The 4 June poll is the first at which voters in most areas will be obliged to show proof of identity. The trial is being conducted in 352 of the 441 metropolitan areas in the Netherlands.
