THE HAGUE – People with an accumulation of serious problems, debts and addiction for instance, should be assigned managers to help them deal with their personal difficulties. This has emerged from research by the 27 large cities and knowledge instituted Nicis.

The cities and Nicis say that legal regulations should not pose any obstacles to providing help to people and families who are facing several problems at once. The managers should help the individuals get assistance from the various agencies that are available.

Managers could prevent a situation where people are referred back and forth between state organisations and municipalities when they ask for help with a number of problems simultaneously, say Nicis and the 27 cities.
