The Banque centrale du Luxembourg, member of the Eurosystem, is currently seeking to recruit for its “Eurosystem Procurement Coordination Office (EPCO)”: PROCUREMENT SPECIALIST (m/f) – Treatment group A1 Full time (ref.: 33/EPCO/2022) Your mission: This position is a unique opportunity to join the EPCO as a Procurement Specialist. As EPCO Procurement Coordinator/Analyst, you will be in charge of identifying opportunities for joint procurement and coordinating cross-border procurement activities. You will ensure that, via EPCO (, the ESCB central banks and other institutions will benefit from the possibility to procure high-quality goods & services in a timely, effective & efficient manner, obtain best value for money and comply with the relevant procurement rules. Your responsibilities: Elaborate and update joint procurement strategies in a wide range of domains (e.g. IT, market data services, information providers, intelligence services); Support and advise the lead central banks in the design of joint calls for tender and contribute to the drafting of the associated documentation; Coordinate joint procurement procedures with the different stakeholders; Keep up to date about procurement and contract management developments and market trends to facilitate the exchange and implementation of best practices in central banks’ procurements; Perform contract management activities during the entire contract life cycle; Manage different international Expert Groups, stakeholders and clients in various business domains; Contribute to the communication of EPCO’s activities and procedures. Your profile: Master degree or equivalent in an appropriate area incl. Business Administration, Economics, Law, or a related field; Several years of experience in public procurement (including tender preparation, offers evaluation, performance assessments, reporting), as well as in contract and vendor management, in several domains; In-depth knowledge of EU public procurement and of relevant standards & developments in this area; Fluent command of English. A good command of French would be an advantage. Knowledge of other official EU languages will be valued; Proficiency in all standard office applications (in particular Word, Excel and PowerPoint); Strong analytical and problem-solving skills; Very good communication, both verbal and written, and negotiation skills; Ability to organise, prioritise & manage different tasks within tight time frames to ensure timely delivery; Strong quality focus, sense of service & proactive approach. Respect of confidentiality & ethical attitude; High sense of diplomacy. Ability to establish and maintain excellent cooperative relationships.
