Germany calls for special UN envoy for Libya

Germany on Tuesday called for the appointment of a special UN envoy for Libya to represent the international community and coordinate humanitarian aid.

"It would be sensible to appoint a special UN envoy for Libya and in Libya," German Foreign Minister Guido Westerwelle told a news conference.

"We need a special envoy to allow the international community to mark its presence and to evaluate and coordinate humanitarian efforts," he said.

Speaking of a possible no-fly zone over Libya, Westerwelle acknowledged that this was "one of the measures that could be taken" by the international community.

The minister stressed however that many foreigners still had to be flown out of Libya and that implementing a no-fly zone in such a large country as Libya would be difficult.

The international community should also not open itself to Libyan regime accusations that it was interfering in the country's internal affairs, he added.
