I was recently told that the federal government can demand up to 40% of an expat couple's worldwide assets if one dies while a resident in Belgium. Can this be true?!

Thanks for your inquiry.

Unfortunately, I am not sure what government you are referring to when you say “the federal government.” Are you talking about the US Federal government or the Belgium government? If it is the US Federal government, then the issue you are referring to is the US estate tax. This does apply if you and your spouse are US citizens or permanent residents. But before I launch into a discussion of that issue, please clarify your question.
