Hi Dave,

I own a property in Belgium but don't live in Belgium. The banks have closed my accounts since I don't have Belgium income. Is there an online service for paying utility bills in Belgium without a bank account? I don't have Belgium credit cards. I am looking for some type of paypal for utility bills?

Answer:

Dear Sir or Madam,
If you live in an EU country, there is a good possibility that your can direct debit the Belgian utility bills in your bank account in that other EU country based on your IBAN (International bank Account Number) and BIC (Bank Identification Code). The SEPA Direct Debit Directive of the EU foresees for that option.
If not, you can typically do an international bank transfer from your bank account abroad, but that maybe expensive and an important workload.
When checking on the websites of the Belgian utilities involved, you may find a possibility to pay by (also foreign) bank card (debit (Maestro) or credit card(Visa, Master, …)).
Lastly, there may be some banks In Belgium, ING Belgium (for example), that may agree to you have a non-resident bank account here.
