North Korea speaker makes rare address in the West
The chairman of North Korea's Supreme People's Assembly was to make a rare speech in the West on Tuesday during a visit to London.
Choe Tae-Bok, speaker of the secretive Stalinist state's unicameral parliament, was to deliver a lecture on the position and efforts of North Korea to achieve peace and stability on the Korean peninsula.
The event at Chatham House was strictly by invitation only for members of the Royal Institute of International Affairs think-tank and was completely off the record.
The visit comes as North and South Korea hold talks about a potential volcanic threat from the peninsula's highest mountain, in a rare interlude of cooperation after months of confrontation.
