British Foreign Secretary William Hague, co-chairing a top-level diplomatic meeting on Wednesday, said the forum would put pressure on Libyan leader Moamer Kadhafi to step down.

He urged participants to agree on "maintaining pressure on the Kadhafi regime by implementing the (UN) Security Council resolution and enforcing sanctions... making clear that Kadhafi has to leave."

The Doha meeting will "strengthen" the pressure on Kadhafi, who has ruled for more than 40 decades, he said ahead of the one-day meeting.
