Russian cop charged over deadly horse incident
A police officer has been charged with abuse of power after handcuffing a former lawmaker in Russia's Samara region to her horse and dragging him after her, Samara investigators said Thursday.
Georgy Kutuzov was stopped by mounted officer Lydia Kotova during a patrol on March 11 and "illegally and without foundation handcuffed to the horse's saddle," an official statement said.
Kotova had claimed that Kutuzov was drunk.
The horse then galloped off when a car began honking, dragging Kutuzov with it, witnesses quoted by the Komsomolskaya Pravda daily said.
Kutuzov, who had been a local lawmaker until retiring from politics in 1993, died in May of cerebral haemorrhage after leaving the hospital.
