Russia must make "significant improvements" in fighting theft of US intellectual property in order to join the World Trade Organization (WTO), a top US official warned Wednesday.

"Clearly Russia needs to make significant improvements in intellectual property in order to join the WTO," said Victoria Espinel, President Barack Obama's intellectual property enforcement chief.

Espinel told the US House of Representatives Foreign Affairs Committee that officials from the US Trade Representatives office were headed to Russia "in the coming weeks" to take up the issue with officials in Moscow.

There are "enormous intellectual property problems in Russia," and Moscow's longtime desire to join the WTO is "one of the important points of leverage that we have," Espinel said, adding: "We intend to use it."
