THE HAGUE – During his meeting with Prime Minister Jan Peter Balkenende last week, Russian President Vladimir Putin criticised the Netherlands for putting too much emphasis on human rights and media in the bilateral relations between the two countries.

The Netherlands provides financial support to Russian non-governmental organisations active in opinion forming and promoting human rights, but Putin would rather see the support going to culture and the environment, a spokesperson for Balkenende confirmed on Tuesday after a report to this effect in the NRC Handelsblad.

Balkenende did not think Putin's suggestion was a bad one, but said that broaching topics like culture and the environment should not be at the expense of existing policy.

Balkenende spent several days in Russia last week on a working visit.
