On 1 December, the body of the first baby was found near a lock-up garage. A week later, a 23-year-old woman was arrested on suspicion of murder.
The Netherlands Forensic Institute is carrying out DNA testing to determine whether she is the biological mother of either or both of the babies.
The woman is known to have "changed address frequently" in Enschede and is due to appear in court on Friday.
