THE HAGUE – Youths going out on the streets after having drunk alcohol should be punished. With this measure municipalities want to prevent  problems caused by young people under the age 16 who tank up at home or in garden sheds before they go out.

The Association of Dutch Municipalities, VNG presented this plan on Friday. With this plan the municipalities' umbrella organisation wants to make the parents and youths themselves responsible for the use of alcohol. The rule could be enforced by using a simple breathalyser test, according to the VNG.
