AMSTERDAM — Claiming the nation's motorways risked becoming deadlocked, Transport Minister Karla Peijs plans to gradually introduce a kilometre levy on the nation's motorists from 2007, offering in exchange concessions on road and vehicle purchase taxes.

The minister's stance is noteworthy because in April 2002 her Christian Democrat CDA party had opposed — together with the Liberal VVD — a similar plan from the then Labour PvdA Transport Minister Tinneke Netelenbos.
