AMSTERDAM — An average of 500,000 people were jobless in the Netherlands in the first quarter of 2004 as the unemployment rate picked up considerably, the Dutch statistics agency CBS said Thursday. This is 128,000 more than the same period last year.

"In the last three months, 6.6 percent of the Dutch labour force was out of work on average. One year ago this was 5 percent," said the CBS – known in English as Statistics Netherlands.

An average of 500,000 people were out of work in the Netherlands in the months January to March 2004. The unemployment rate is always higher in this period due to seasonal factors. Adjusted to take this into account, the corrected figure comes to 483,000, the CBS said.

But the statistics bureau acknowledged that when viewed over a longer period, unemployment growth was speeding up. Six months ago the unemployment figure was rising by 8,000 a month. Now it has increased to 14,000 people a month.

The CBS said young people are being worst hit by rising unemployment. In the first quarter of this year, 122,000 people aged 15 to 24 were unemployed. This is 34,000 more than 12 months previously.

"Youth unemployment has thus grown to 13.8 percent of the labour force in this age group. In the first quarter of 2003 the figure was only 9.9 percent," the CBS noted.

The CBS qualifies its findings by pointing out half of people aged 15-24 are still in education and are not part of the workforce.

Half of all unemployed people in the Netherlands are aged 25 to 44. But the unemployment rate among this group was lower, at 6.1 percent, than that for young people.

Some 127,000 people aged 45 to 65 are unemployed, accounting for 5 percent of the labour force in this age group.

In the last three months, some 7.3 million people were in paid employment of at least 12 hours a week in the Netherlands. This is 52,000 down on the figure for the first three months of 2003.
