THE HAGUE – Integration of ethnic minorities is most successful when high-income groups are encouraged to move to deprived neighbourhoods. This is the conclusion of an international survey conducted by the Social and Cultural Office of the Netherlands (SCP).

The results of measures whereby strict maximum limits are set to the number of ethnic residents in a neighbourhood are generally ‘rather poor’, according to the researchers.

Initiatives facilitating underprivileged people to move to the city suburbs and/or satellite cities, while more affluent residents move to the deprived neighbourhoods could be more successful,” the authors of the report wrote.
 
The neighbourhoods with a bad reputation should however be close to the city’s centre. Demolishing unattractive homes and replacing them with nice houses might help. This phenomenon is taking place on a large scale in the US, according to the SCP.

Earlier this month the SCP already argued that the degradation of neighbourhoods where old houses are demolished and new houses are built decreases in particular when higher income groups move into the new homes. It is also true that part of the lower income groups move out of the neighbourhood taking their problems along with them.

It has not yet known whether subsidies intended to help people from different cultural backgrounds integrate are actually effective, according to the SCP.
“Projects based on shared or common interests are likely to be the most successful. These projects can be language training courses or mentor projects, but also joint sports events, eating or gardening,” the researchers concluded. Schools are also conducive to parents from different cultural backgrounds meeting each other.

“It should be noted that the encouraging of inter-ethnic contacts seems mainly to occur in the Netherlands,” the SCP pointed out.
