13 July 2007, THE HAGUE – 45-year-old Els Leemans, convicted in Belgium of the murder of her husband, has been arrested in the Netherlands at the request of the Belgian authorities. The woman will serve her prison time in the Netherlands.

THE HAGUE – 45-year-old Els Leemans, convicted in Belgium of the murder of her husband, has been arrested in the Netherlands at the request of the Belgian authorities. The woman will serve her prison time in the Netherlands.

Leemans, a Dutch national, was sentenced by a Belgian court to 25 years in prison for the murder of her extremely wealthy husband, Ran Biemans. Before she could be remanded into custody, the woman fled to the Netherlands, where Belgian authorities could not arrest her.

Nor could the Dutch justice department do anything at first because prisoner exchange treaties between the two countries have not yet been ratified.

Dutch Justice Minister Ernst Hirsch Ballin reported to the Dutch Parliament today that he has since found a solution in consultation with Belgium. Leemans' arrest was ordered by the public prosecutor and she will be incarcerated in the Netherlands.

Belgium is currently preparing to sign a treaty that will allow sentences passed in Belgium to be served in other countries. That treaty will come into effect next year, preventing a repeat of the difficulty in these kinds of cases.
