During a visit to Bolivia, Dutch Minister of Development Cooperation Bert Koenders has called the country's new constitution a milestone.

LA PAZ - The minister says it is a positive thing that indigenous people have political power for the first time.

Nevertheless the new constitution does carry risks, as it is not accepted in the eastern provinces.

President Evo Morales ratified the new constitution on Saturday during a ceremony in El Alto, near the capital La Paz.

Sixty percent of the people of Bolivia voted in favour of the constitutional changes in a referendum last month. Nevertheless, it has been rejected by the rich areas in the east of the country, where there is strong resistance to the indigenous president's left-wing policies.

President Morales has told Mr Koenders that he will visit the Netherlands again in the future.
