VOORBURG – A quarter of the Dutch population between 25 and 64 has at least an HBO qualification, according to figures published on Monday by the Central Bureau for Statistics.

In 1996 the fraction was slightly above 20 percent.

The number of people without higher education dropped to 30 percent from 40 percent between 1996 and 2003.

The difference in educational attainment between men and women shrank during the period studied.

People of Turkish and Moroccan background remained on average the lowest-educated in the Netherlands, but these two groups were the ones with the sharpest rise in average educational level over the period studied.

As a group, men are still more highly educated than women: in 2003, three of ten men had at least an HBO diploma, compared to a quarter of women.

Elderly people are over-represented among those with low educational levels. Their departure from the labour market and the entry of highly educated younger people has raised the average level of the population at large.
