9 November 2008
THE NETHERLANDS - He believes that non-governmental organisations such as Oxfam Novib and Cordaid should work more efficiently and less independently of each other.
It they do not do so, he is threatening to give them less money.
Mr Koenders plans to change the financing system in 2011, by introducing rewards for cooperation and the development of new initiatives.
He wants NGOs to pay more attention to stimulating economic growth and combating corruption.
He also says that development aid should focus less on education and healthcare.
