THE NETHERLANDS - Dutch Justice Minister Ernst Hirsch Ballin wants to tackle football hooligans who arrange large-scale fights.

Ballin is proposing that the police receive more powers to monitor telephone calls made by the hooligans so as to prevent pre-arranged clashes between groups of fans.

The minister is also proposing getting tough with those who instigate the football violence. He wants those guilty of mobilising fans to take part in clashes to be prosecuted for incitement to violence.
