The major-in-charge of a Dutch defence ministry scheme for problem youth was suspended earlier this year because he is the subject of a criminal investigation.

He is suspected of fraud. The suspension took place in January, just a few weeks before he was due to hand over command, but has only now been made public.

The project, called "The Challenge", is supposed to prepare problem youths for careers in the army. The defence ministry wanted to end the scheme last year because only a handful of participants actually went on to join the armed forces.

Most of them turned out to be unsuitable, sometimes because they had a history of crime. The project was extended under pressure from parliament.
