It seems Amsterdam has complicated rules on partially renting out a small appartment to expats (say for 3-6 months) or short stay/tourists. What do I risk if I should rent our 43m2 apartment out to tourists or expats?

The rules aren't that complicated, you do need a permit from the city though to do this and depending on the location you might or might not get it as there's a limit on the amount.
So for starters I would contact the city counsil to check and see if there's a problem getting it.

I rent an apartment with inclusive services (electricity, gas etc). The landlord hasn't paid the electricity and gas company for 6mths. Every time I raise the issue with the landlord he says that the bill is resolved, but two months ago a representative of the company visited the apartment and threatened to cut off services if the bill isn't paid ASAP. Each week I receive letters to the landlord from the company and debt collectors.
What can I do, please?

Apparently the owner is not paying loan and bank has put up notice that this apartment is on sell from 11th June. I want to know as tenant, what rights I have here because I have paid the agency 1 months rent as a brokarage fees as well.

They also want me to sign an extra letter saying in case I misbehave or do not pay the rent, they can kick me out without going to court. Is this legal? And they want the first payment before signing the contract. I understand that in NL once they have said they will rent to me, they cannot easily change their mind. Can I rely on this?
