THE NETHERLANDS - "Beatrix inaugurates a new future for Roombeek" headlines De Telegraaf above a photo of the Queen opening the renovated neighbourhood in the eastern town of Enschede on Tuesday.
A fireworks factory located at the edge of the neighbourhood exploded in May 2000 and completely destroyed the area, killing 23 people and injuring thousands more.
AD reports that the city council used the disaster to transform Roombeek from a working-class neighbourhood into "an architectural attraction".
The paper writes that some of the former residents were opposed to the renovations as, "it's not our neighbourhood anymore" but that most of the people supported the council's plans: "our quality of life has improved remarkably".
