On February 25, 2010, the U.S. Treasury Departments Financial Crimes Enforcement Network FinCEN released for publication in the Federal Register a notice of proposed rulemaking1 concerning proposed changes to the regulations implementing the Bank Secrecy Act with respect to reports of foreign financial accounts on Treasury Form TD F 90-22.1, Report of Foreign Bank and Financial Accounts FBAR.
