PARIS - French President Nicolas Sarkozy on Tuesday congratulated Italian billionaire Silvio Berlusconi on his election victory and said he was looking forward to working very closely with his government.

In a message to Berlusconi, Sarkozy said Berlusconi's return to power provided an opportunity to "deepen the traditional bond of friendship and cooperation that unites our two countries".

"My intention is to pursue a very close cooperation with you and your future government, in particular to prepare the French presidency of the European Union" starting on July 1, wrote Sarkozy.

"The support of your country as France's vital partner will be eminently decisive," he added.

Berlusconi won Italy's general elections by an unexpectedly wide margin on Monday, securing a third term as prime minister.
