LUXEMBOURG, Jan 17, 2007 (AFP) - The French Socialist presidential candidate Segolene Royal said Wednesday she was in favour of a new French referendum for a treaty on EU institutions in 2009, after French voters rejected a draft EU constitution in 2005.

"There needs to be a treaty that allows the institutions to function. I am ready to take political risks," she said after meeting with Luxembourg Prime Minister Jean-Claude Juncker.

German Chancellor Angel Merkel has made figuring out what to do with the constitution one of the priorities of Germany's EU presidency after French and Dutch voters rejected the draft constitution in national referenda in 2005.

The constitution, which was supposed to streamline decision-making in the EU after two waves of enlargement, must be ratified by all 27 member countries to take effect.

After taking in 12 new members since 2004, the bloc is badly in need of reform to keep functioning efficiently.
