EU summit opens amid Roma row with France
Europe's leaders kicked off a one-day summit Thursday overshadowed by a row with President Nicolas Sarkozy over France's expulsion of Roma Gypsies.
"I welcome everybody to this meeting," said Herman Van Rompuy, president of the European Union.
All eyes were on Sarkozy after a slanging match with top EU officials over the deportations.
But leaders are also wrestling with troublesome cross-border sanctions for budget bingers and favours for flood-devastated Pakistan.
A trade deal with South Korea was announced minutes before the summit opened.
